Billie F. Spencer, Jr. is Science Advisor and President of the Board at Embedor Technologies. Dr. Spencer holds a Ph.D. in Theoretical and Applied Mechanics (University of Illinois at Urbana-Champaign 1985) and is the Nathan M. and Anne M. Newmark Endowed Chair in Civil Engineering at UIUC.
